A static package is a travel package that is fully operated by your company - the components and price are determined entirely by the travel agency. The package displays a single selling price for all the bundled services (after markup is added and additional services are calculated). The package is defined as static as the range of services from which the passenger can select the package components is limited.
A static package must include at least two services (one of them must be a hotel or package), and can have up to five destinations. Additional services that can be included in a static package are flights, transfers, insurance, restaurants, and activities, or even a pre-purchased package (contract). These other services can be included in the base price of the static package or provided at additional cost - with the exception of flights. Flights are always included in the base price of the static package. The package components are constructed primarily from internal contracts, although flights can come from a GDS.
In the Reservations System, a static package is termed vacation. When reserving the static package, in the travel file there is going to be one component that is being sold (a gross transaction) with multiple components that are being purchased (net transactions) whose prices are not disclosed (in B2B and B2C, B2E users can view the prices of net transactions if they have the appropriate permits).
